Target, possibly, but I'm making less than that (not $20k but not even close to 120 either) and have the BoA Visa Signature (formarlly MBNA's card).

You should have no problem with those scores and low debt to income ratio. I personally don't think signature cards are a big deal, as I like to know what my credit limit is, and focus more on rewards than perks.
