I just got this through email today. It is confirmed on their webpage:

This increased cash rebate will apply to ALL your purchases, both going forward AND retroactively to January, 2006. As before, your rebate will be deposited directly into your EmigrantDirect American Dream Savings Account every 6 months.
While this increase in the cash back rebate amount may not be reflected on your next two statements or previously printed marketing materials, please be assured that your 1.40% rebate is retroactive and your increased amount will be included when the rebates are calculated.

Interesting! Just noticed it on their site as well. Guess they are trying to sweeten their offer. I may bite if it goes to 1.5%.

You would still have to maintain the $10,000 average daily balance during the 6 months (since Emigrant deposits their cash rebates every 6 months). This is what truly bites about their cash back card.
