I don't have an AMEX card, but I have been told that AMEX and Citibank keep records for a long time. How long that time is - I don't know.
Great question if someone out there could answer it?

Suggestions:
(1) It wouldn't hurt to send a certified letter to the manager's attn at Amex Credit Card Operations explaining what happened years ago and that you would like another chance to prove your creditworthiness. Chit happens.
(2) Citibank has now joined the ranks with Amex and you may find an offer there at citi.com
