Lowered Credit Limit on American Express Blue Credit Card

Well everyone I took the money I had saved over from my tax refund to pay off target visa (as of now it's current and under the limit) and put it twords American Express Blue. For those of you who missed my previous post this account was in good standing but then they lowered my limit and charged me an over the limit fee and the money I had went to that so I wouldn't be over the new limit again and have them use that as an excuse to raise my APR. Not good when you have been laid off, are moving and are forced to persue a lesser paying job (which they don't know about). For those of you who are wondering my account was NOT in default prior to this but they decided to do a "credit review" and are saying it is because of this that and the other thing supposidly on my report. Anyway, now that I've received the statement they included some changes in the terms and I'm not sure I understand it all. Has anyone else received these changes in their statements?

HI there Curtis! The only part of it that made any sort of sense basically says if my account goes into default they can transfer my account from American Express Centurion Bank to American Centerion Services Corporation. Is that some type of collection agency?
