I think it is a new thing. The Diamond card I just got has the one year limit but I found an old offer for the same card that I received about a year and a half ago and it had the 5 points all the time.

The Citicard Platinum Select card has a $300.00 yearly - not one year - limit on rebates. If you reach $300.00 in rebates in any one calendar year you'll earn nothing further until the next year when you have another $300.00 to play with.
