How would Paypal know why people are sending you money? I have never seen anything when sending money through Paypal that asks you why you are sending the money, so they would not terminate your account.
What other penalties could Paypal impose?
If you only want people to send money to create an address list to sell later, altering the order of names would not constitute fraud, unless this is fraud to start with. What is to stop any of us from starting our own list with our email in any of the positions and starting a new money maker? I could even make up 6 email addresses and get really big money if I chose to, if this was legit.
Why did you post a section of the Postal regulations? Does the Postmaster General now regulate the internet? What am I missing here?

Wow! Haven't heard one this blatently illegal in years.
This is known as a chain letter and chain letters are illegal. Why is it a chain letter? Because you are being asked to send money but you receive nothing of value in return. I'd sure like to see this person's bank statement showing the $42,000.00 deposit!

A. Go to the toolbar at the top of the window and select "Edit" and then "Select All".
B. Go to the toolbar again and select "Edit" and then "Copy".
C. Start (compose) a new email message (PLAIN TEXT so everyone can view it!).
D. Fill in your email address and subject line, and then click in the main message area.

After you have transferred a $10 payment to the email address at the top of the list, something very eerie happens. A. Go to the toolbar at the top of the window and select "Edit" and then "Select All".
B. Go to the toolbar again and select "Edit" and then "Copy".
C. Start (compose) a new email message (PLAIN TEXT so everyone can view it!).
D. Fill in your email address and subject line, and then click in the main message area.
E. Go to "Edit" and "Paste" to paste the text into your new email message. Now you can edit and format the message text in any way you want! However, it's best to just leave the text as it is because you want your email to be read by everyone who receives it!
The only thing you need to make sure of is that YOUR email address is at Number 5 in the list in STEP 2. Of course, the address that was previously at Number 1 should have been removed, and the other email addresses should have been moved up a position to accommodate yours at Number 5. As long as you have done this correctly, your email is ready for sending!
A word of warning! Don't be tempted to add your email address to position 1 in order to earn money fast! It doesn't work like that! If you do that, you will ONLY reach the people you directly send emails to, and then your address will be immediately removed from the Number 1 place and you won't reach thousands of people! But, if you add your name to the Number 5 position, there will be literally tens of thousands of people receiving and sending emails later - when your name is at the Number 1 spot!!!
