Does Capital One credit card report credit limits?

Okay I had come across the capital one information that they did not report limits... and what was happening was the bureaus would use the balance; which sets EVERY SINGLE card holder up for being maxed out according to the ratios and in essence will hurt everyone's credit to some degree...
but I just saw that they are changing that perhaps...Is there any other cards that do not report the limits?

Also I read Chase hikes the IR up after x amount of time?

I had put Capital one on my DO NOT GET LIST; but maybe now it could change
I was thinking of getting Chase but now I am wondering if they just hike IR

I am looking for a card that I can get that will not hurt my credit to any degree if I play my part.

I did not realize alot about credit until recently. I thought closing cards; keeping limits low; and keeping balances low was the best thing.

Well I guess I should have not closed my accounts I had and not kept telling them to lower back down my limits. HISTORY is such a huge part of it. Thankfully I have one card that I have had for 10 years....Bank of America; was MBNA and I have a 30k limit on it...

I now am looking to get a 2nd card to transfer some business debt to...I have like 10k on that card ( so I am below the 40/50% ratio) on that card and have excellent credit

So I want a card that will show my limit and will not hike me all the time on my interest rate. I will do my part as I always have paying on time etc.
