Did you accidentally apply for it? I believe in order to apply for a GEMB paypal card, you have to log in your paypal account first. If the account was opened without your knowledge, then you should definitely contact GEMB to report it, then you should put a fraudulent alerts on your CRs so that no future application can be done without banks contacting you.

Not too long ago, I clicked on something on the paypal website, while I was signed on , and a short time later on my credit report, I too, noticed a new account from GEMB/Paypal. It did not appear as though they did a hard inquiry. It was unintentional. I can't remember exactly what it was I clicked on. I did not need another account.
