How long should you wait to ask for a CLI? How do you know if it will result in a hard?

Usually six to 9 mos most review automatically. Now whther or not they will grant is another question. There is no guarantee that there wont be a hard pull. I have a card that has not increase the limit in 4 years. They have been periodically reviewing but the minute I requeted a CLI HARD. No warning nothing. BTW No CLI either.
