It irritates me, too. I just got a Chase card having those terms, and asked to transfer a little under $2400. They gave me a $3400 cl, so now I have to call them up and reallocate some cl from my other Chase cards to get the utilization down.
If they didn't have the retardedness preventing me from finding out what my CL is before doing the BTs, it would have been nice. Citi is no fee as long as the 0% offer is good on the offers that are no fee. Amex also gives you a couple of months to do transfers at the promo rate without a fee.
BoA also does the no fee only on the initial app crud, so I'll do the BT to my Citi card and actually use my Amex and other Citi card to reward them with some interchange fees. Chase and BoA can languish in the sock drawer until they decide to treat me better.

They were kind enough to let me know the other day that I'm pre-approved for an Orchard secured card with a $70 annual fee.

HSBC denied me with a 730 FICO score and bogus denial reason(s).
