Best Travel Rewards Credit Card

What visa or mastercard does not charge a surcharge for charges that happen outside the USA? I need a good credit card for traveling.

Capital One. They have no forex fees at all, as they absorb the Visa/MC 1% and charge none of their own, and if that wasn't enough, they convert at the regular interbank rate, rather than some worse rate.

Otherwise, I dislike them, but they are hands down the best card to use in another country. They probably can only afford it thanks to the fees generated by their subprime operations, but who am I to turn down a good deal!

There are several other banks and credit unions that only pass through the Visa/MC charge, but I can't think of any off the top of my head.

Question...on top of all those waived fees, do you get the rewards from one of their rewards cards at the same time (cash back or miles)?
