Low Rate Balance Transfer Credit Card Tips

Post subject: What is you favorite low ongoing rate BT card?
Looking for some user insight. AMEX Blue has 3.99% for life of the transfer, but I'd like to see one with a 0% intro period. What's the best out there?

There are dozens of cards offering 0% for 6-15 months. You can't get that rate permanently, but you can apply for a new card when the intro offer expires.
For ongoing cards, I like the Capital One cards with purchase checks. Properly used, they're the equivalent of 0% balance transfers all the time except for two weeks each year....

I've looked at the BT Card comparison. It seems like it only indicates the promotional rate, and not the ongoing rate. I was hoping someone might have some insight, and save me from clicking through on every card to get the fine print.
If I'm missing something, please let me know. Thanks.
