Does any credit card company provide short term 0% APR on cash advance? or 0% APR on using the checks they send with the monthly statement?

Capital One purchase checks are treated as purchases. Use them after your statement date and pay them back before the due date specified on your next statement and you have use of the money for nearly two months for no charge and no fee. That's 0%, but you do have to paid it back every other month before repeating.
Citibank's special BT offers are often without fee--but they're usually not 0%. What's wrong with 1%? or 3%? You can get 4.8% in a savings account, so why expect banks to be so generous? I'm surprised they're as generous as they are with such offers! (Of course, they hope to make money on you--the offers aren't based on generosity.)

I just received checks from Capital One that are offering a fixed 5.99% APR fixed until paid BUT have a 3% fee for each check used...
I would probably take advantage of this but I have a balance on my account already at 9% that I just can't pay off at the moment...
