Can Credit Cards Limits Can be Combined?

I have both a household card and a new GM card - both cards are part of household. I was hoping to combine the household limit with the GM limit (better rate). I did this recently with Capitol one. When I called to ask the girl who answered the phone didnt seem to know what I was talking about (I think she was new). She put me on hold so that she could go ask someone and came back and said I couldnt do it.
It seemed odd to me since they are both household bank. I am not sure the girl on the phone understood what I was asking. Does anyone know why they wouldnt allow me to do this?

folks have mentioned here that if the cards have balances, it doesnt work.

I dont have any balances on either card.... so that wasnt it. Maybe I will call back and see if I cant reach someone else on the phone (my luck the same person will get my call).

You can't do it because the two cards are not owned by Household Bank. Household Bank has its own line of cards, but it also services cards for other organizations, such as GM and Orchard. The GM card comes with a rewards program that earns discounts on certain selected GM car models. No way those can be transferred to a standard HSBC card! Household has no way to fulfill such rewards--only GM can do that. The rewards are processed through GM dealers when you buy a new car.
