What is a Pre-Approved Credit Card?

Post subject: is guaranteed approval really guaranteed?
i got an offer for a guaranteed approval platinum card. is it truly an automatic approval if i haven't switched jobs, live at another address now, or have done any other things that would "void" the guarantee?

Post subject: What is a Pre-Approved Credit Card?
All being "pre-approved" means is that you met a particular credit profile in a massive screening by one credit bureau's computer. When you actually apply, your real credit report is pulled and examined and only then does the bank decide whether to issue a card, with what credit limit, and at what interest rate and terms.
You could get what you were "pre-approved" for or not. You could even have another credit card with the same bank cancelled or have its terms changed or its credit limit reduced after applying for that "pre-approved" card.
