Are Unactivated Credit Cards Open

I know that opening and closing accounts (even in good standing) is not good for your credit. With that in mind my question is this:
The other day I applied online for a Citibank Shell Gas card. (5% rebate on all shell gas). Then I found the Citi Dividend Select Mastercard which is 5% off of all gas stations and a few extra perks, so I allied for that one as well. I now don't need the original Citi Shell Card. If I don't call to activate the account and never use the card, is it still considered an opened account? Would it have a negative effect on my credit?

Activate the card shows that you received the card.
It will most likely show up on your credit report sooner than later (even if you don't use it)
I have had cards show before I got it in the mail.
Call and ask to combine the credit limits and close the SHELL card if you want.
You won't be hurt any more than you already have.
