I seem to have read somewhere that if you receive a pre-approved credit card application that the company is obligated to issue the card. I recall that if the company declines your application that you have some recourse. I can't remember where I saw this information. I would appreciate any help that you could give me involving this situation.

Wherever you read that, it's not true. A bank can decline your pre-approved application if their criteria changed, if something in your report changed, or even for no particular reason. And you have no recourse.
