Does anyone know why the rebate tiers on the Costco cash rebate card are lower than those on the green and blue cashback cards?

No one at either AMEX or Costco seems to be able to answer the question.

Why would anyone use the Costco version if the rebates are higher on the other two cards, unless they just want their picture on the back of the card??? In other words, why keep the Costco card instead of switching to one of the other two free cashback cards?

Costco AmEx card also acts as Costco membership card, so there’s convenience. It also has Buyer’s Assurance and Purchase Protection Plans that the Blue Cash card does not have.

Green card also has some features that Blue Cash Card doesn’t.

So, even though Green and Costco have their disadvantages, I see how Blue Cash Rebate card can be not the best AmEx card for some people.
