i`m presently have a balance on my PROVIDIAN visa card. the APR is high and recently i was trying to transfer the balance by applying for another credit card with lower APR but was declined. Any advise on how can i do my transfer and close the account with PROVIDIAN.

Dear Galina,
If you are denied credit from another creditor, they need (by law) to tell you why you were rejected. Usually you'll receive a letter in the mail for the reason. Once you are aware of why you were rejected, it's best to try to find out how to resolve the problem before applying again.
For example, if it's because you have too many open credit accounts, close some. If it's due to credit history problems, then order a copy of your credit report (you can receive a free report due to your rejection from a creditor) to see what needs attention, or how you can better handle your payments, etc.
In reference to closing a Providian account, you need to pay it in full, or transfer the balance before such actions.
In refence to receiving a lower rate card, you'll most likely need good credit, and you want to avoid applying to too many creditors at any one time. You could also try negotiating with your current creditor for a lower rate and explain your intentions.
