I wrote a letter to National Credit Systems, which they received registered mail on September 25th. I have not heard anything back from these people and this is a big problem as we are trying to buy rental property and with this collection on my credit report it makes things difficult.
When I called they said it was under investigation and would not answer any of the questions that I had requested answers to.
I don't feel that this is correct information on my credit report, but if they won't give me any of the information in regards to this account, how can I do anything about it?

You always have the option of sending a 100 word statement to the credit bureaus with regard to a specific item which you believe is not being reported properly for whatever reason. Your statement should indicate why you believe that the charge is incorrect and that you mailed your story to the company on such and such date and have received neither acknowledgement or receipt from the credit card company. By law the credit reporting agencies MUST include your statement when they send your credit history to a prospective creditor.

I don't feel that this is correct information on my credit report...
Write to the credit bureaus (not only to the creditor) and dispute the negative information with them. They will be able to remove the negative entry if the creditor cannot prove it is right.
With all due respect to Ira, do not rush into submitting this 100 word statement. It might be a good idea if you would not be able to remove the entry, but it does not do much good because most creditors calculate the score automatically, and your note technically cannot be included in this score. I look at it this way - if you feel you are right and the negative entry is wrong, insist on removing the negative info. If you were wrong to pay late or whatever, a note saying "I was late, I am sorry, it will never happen again" will not do you any good.
