Post subject: Can Credit Card Foreign Surcharges Be Avoided?

Does anyone know of a credit card that does not charge a surcharge on every foreign purchase? My Southwest card charges 2% extra and my USAir BOA Visa charges 3%!! I sure would like to find a card that doesn’t gouge! Help!!
