Can you recommend some banks that issue secured credit cards? That is
where I would open a savings account with the bank and the savings account

I can recommend Sterling Bank and Trust's SCC
http://www.sterlingbank.com/
They only have a 39$ annual fee (no additional fees to open the account) and you get a credit line which is 120% of your deposit.
I had this card for a while and I had no problems with it.
