Post subject: Restablishing Credit with a Secured Credit Card

Hi, I am wondering if anyone can help me. I have a friend who is in the U.S. on a student visa. She has a ss# and checking account. I tried to help her establish credit with a secured credit card. The problem: I can’t find a secured credit card that doesn’t require you to be a citizen or permanant resident. Does anyone have advice? Please respond.
