Post subject: Fixed Rate Credit Card Issuer

I would like to now if a credit card issuer offers a fixed rate when I open the acount which was a 9.9 apr suddenly I have a 12,000 balance and now my interest rate went up to 12.9. What if I apply a new card with fixed rate what should I verify to make sure it's a fixed rate.

LOL, read the fine print. "Fixed" has a rather flexible definition.
