Has anyone had problems with Providian. They just raised my APR to 29.9% and did not even tell me.

You are not alone. Providian wants you to pay for their financial problems--no doubt aggravated by having to shell out hundreds of millions for getting caught in illegal activity including late posting to generate fees and slamming accounts with unsolicited credit protection. Don't take it personally. Just move on to another company.
This is a company that just isn't worth dealing with. I thought after a five year record of ontime payments, it was time for Providian to do something for me. Last summer, when I asked them to lower my 19.8 APR and waive the annual fee, they said "no" and I said "goodbye."

Yes...improve your credit and move to another bank this week. Or atleast lower your credit limit to the bear minimum.

I had a Providian account, too until recently. They did send out a notification about 3-4 months ago in the statement advising they were changing terms on the accounts. They gave until the beginning of April to "opt out" which means you could close the account and keep your existing terms. I choose to transfer the balance and close the account. Pay attention to the statement inserts closely-this is how credit card companies notify their cardholders of any changes to the account.
