Credit Tips: Too Many Credit Report Inquiries May Be the Fault of CRA

Hi. I am a 21 year old who has established a strong credit history. I have one issue I would like to ask advice on. I recently applied for a credit card (citibank) and was told I was declined because I had too many inquries in the past six months. When I pulled my credit report up I kept seeing inquiries for Chase Mortgage. They do not stipulate that it is a periodic review. Let me back track here. Since I was 18 I was having inquries from Chase Mortgage every month on my credit report showing up as a periodic review. When I called chase and asked them about this they said it could be how the system works because I have the same name as my father. I don’t have a mortgage but my father does with this institution. I tried to get this issue resolved years ago by fighting with Chase to have them stop pulling up my credit report (even though other creditors couldnt see it) Now, they are not coming up as a periodic review, they are available for any creditor to see and they have been pulling up my credit report every month. The credit bureau told me I have to contact the bank. Chase doesn’t know how to correct the problem and no matter what I do they can’t stop it. Any ideas?
