Credit Tips: Are Credit Bureaus Now Releasing Personal Info. to Anyone?!

Our office received via fax what appears to be a inner office memo with a letter head of State Farm Insurance Itstates that as of July 1st 2003. the 4 major credit bureaus in the US will be allowed to release credit information , mailing addresses, phone numbers, etc. to anyone who requests it. It gives the nuber 1-888-567-8688 to call. It goes on to direct what options to press. My co-workers have already started this process. What information do you have?
