Selling Credit Card Accounts

Post subject: Capital one sold my account to another bank

[ I am in the process of repairing my credit, I have managed to pay off just about all of my cards (6), My score has climbed tremendously over the past 2 years. I made an agreement with capital one to pay down my debt with them and I have been paying more than the minimum payment for over a year now. I was so happy to receive my last statement and see that I only owe 100.00 more and the account will be paid in full. A couple of days ago I received an envelope from MONTEREY COUNTY BANK in California, with a new card in it and a letter stating that they bought the account and that the remaining balance would be transferred to my new account with them. And that I would be receiving a statement in 30 days. I thought it was fraud but the account details are too specific. So I went online and googled them. Theres no information about their interest rates, or anything. This worries me. What options should I use Should I close the account after paying in full. And just who is this bank anyway? Has this happened to anyone else? My capital one bill is due the 25th every month and now this account wont be sending a bill for 30 days, I'm worried that i will get a late fee. This bank is supposed to be a bankcard services bank (whatever that means).
Can somebody help me?

Oh, but I have called them, and how about this their computers are down and they cant acess my account information. I feel like I am being shafted here. I called back two hours later and told the cs rep I dont even need to get specific since they cant pull it up, just tell me if you do this to your customers, So she replies "I have to pull up the account information first, so I can see what notes are in it?" Basically I just wanna know under what circumstances do they do this to customers? This is very frustrating especially since I was about to pay this last months bill off in full.
